Jim Meyers – Chairman of the Board, New Mexico Fiber Network
Jim Meyers serves as Chairman of the Board for the New Mexico Fiber Network (NMFN) and as CEO of Peñasco Valley Telecommunications, where he leads a multi-entity rural telecom organization delivering last-mile and middle-mile services across southern New Mexico. A U.S. Air Force veteran with more than 30 years of telecom and business leadership experience, Jim has built and scaled fiber networks in some of the most geographically challenging and economically constrained regions of the country.
He holds a bachelor’s degree in business with a minor in communications and an MBA from Boise State University. Under his leadership, PVT and its affiliated companies have executed large-scale fiber-to-the-home and middle-mile expansions, leveraging state and federal funding, disciplined capital deployment, and operational efficiency to compete in a rapidly consolidating industry. He is deeply engaged in regulatory and legislative advocacy, working with state and federal leaders to ensure rural networks remain sustainable, future-ready, and competitive.
As Chairman of NMFN, Jim helps guide a nine-member consortium that has built a statewide, high-capacity fiber backbone connecting rural carriers, communities, data centers, and regional markets. NMFN’s model leverages existing member infrastructure, shared investment, and aligned governance to create scale, resiliency, and economic leverage that no single rural carrier could achieve alone. The network continues to expand as a strategic middle-mile platform supporting last-mile growth, enterprise services, and long-term regional development.
Jim is known for his focus on disciplined execution, team alignment, and building cultures that embrace innovation, accountability, and operational excellence. He believes the future of middle-mile success lies at the intersection of collaboration, capital efficiency, intelligent process design, and strong leadership.
