Jessica Koch is a risk management, compliance, and finance leader with deep expertise supporting regulated telecommunications and infrastructure funding programs. She currently serves as Controller at Consolidated Business Services, where she provides accounting oversight for multiple partner telecommunications companies and manages more than $100 million in USDA, NTIA, and state broadband grant funding.
In her role, Jessica is responsible for grant reporting and compliance monitoring, audit readiness, regulatory filings, and consolidated financial reporting. She partners closely with CFOs, project leaders, and executives to ensure documentation is accurate, timely, and audit-ready, while proactively identifying and resolving discrepancies before they become compliance risks. Her work also includes administering corporate insurance programs, coordinating audits, and supporting board-level reporting and strategic planning.
Previously, Jessica spent more than 15 years at PC Telcom as Controller and Customer Experience Manager, where she led full-scope financial management, regulatory reporting, and compliance for USDA infrastructure loans and Community Connect grants supporting fiber-to-the-home deployment. She regularly presented financial results to boards of directors and maintained regulatory filings with agencies including the FCC, RUS, USAC, NECA, and state PUCs.
Known for her attention to detail, practical approach to risk mitigation, and ability to translate regulatory requirements into clear, executable processes, Jessica is a trusted resource for executives, boards, and project teams navigating compliance in highly regulated environments.
She holds an MBA and Bachelor of Science in Business Administration from Touro University.
